The island of Ireland, though physically small, faces big institutional challenges for the delivery of a sustainable blue energy future. Challenges stem from separate governance regimes across the island; with several government departments controlling functions across planning and regulation. Marine Spatial Planning (MSP) is established as an integrated policy based approach to the regulation, management and protection of the marine environment (Claydon, 2006). MSP will play a major part in the European Union’s vision for the ‘blue economy’, and will be vital in enabling renewable technologies to shape the future energy mix of the island of Ireland. This presentation explains that the existence of two separate, variegated and fragmented planning traditions, (terrestrial and now marine) spanning the island may create a potential barrier to realising Ireland’s ability to be a leader in offshore renewable energy and exports. It highlights how the island may have missed out on investment opportunities due to the lack of an integrated and co-ordinated marine planning system. The presentation acknowledges that a single marine planning system or a marine authority is unlikely, but it recommends more opportunities for integration and cooperation for an all-island strategic approach, beyond statutory consultations, allowing the island of Ireland to develop a sustainable blue economy.

Howard G. Buffett grew up in Omaha, Nebraska, and has been active in agriculture, business, conservation, philanthropy, photography, and politics. He currently spends the majority of his time managing the Howard G. Buffett Foundation, a private charitable foundation. Mr. Buffett oversees a 1,500-acre family farm in central Illinois and farms in Nebraska with his son. He oversees three foundation-operated research farms: over 3,100 acres in Arizona, 4,400 acres in Illinois, and 9,200 acres in South Africa. Mr. Buffett has served in a number of public positions. In 1989, he was elected to the Douglas County Board of Commissioners in Nebraska, he has served on two Office of the United States Trade Representative committees, and as Chairman of the Nebraska Ethanol Authority and Development Board. Mr. Buffett served in senior executive positions at Archer Daniels Midland Company and The GSI Group. Mr. Buffett currently serves on the Corporate Boards of Berkshire Hathaway, Inc., an investment holding company, The Coca Cola Company, the world’s largest beverage company, Lindsay Corporation, a world-wide leader in the manufacturing of agricultural irrigation products, and Sloan Implement, a privately owned distributor of John Deere agricultural equipment. Mr. Buffett has served on the boards of Archer Daniels Midland, a leading global food processor, Coca-Cola Enterprises, Inc., the largest Coca-Cola bottler in the world, ConAgra Foods, one of North America’s largest food service manufacturers and retail food suppliers and Agro Tech Foods, a publicly traded food manufacturing company in India. He serves or has served on numerous non-profit boards. In 1997, Mr. Buffett was appointed as a member of the Commission on Presidential Debates; he received the Aztec Eagle Award from the President of Mexico in 2000, the highest honor bestowed on a foreign citizen by the Government of Mexico; and in 2002, he was recognized by the Inter-American Institute for Cooperation on Agriculture as one of the most distinguished individuals in the field of agriculture. A no-budget film is a film made with very little or no money.

Young directors starting out in filmmaking and several older ones commonly use this method because there are few other options available to them at that point. All the actors and technicians are employed in these films without remuneration. These films are largely non-profit. Usually the director works alone on such films, or uses a very minimum “crew” of volunteers to assist him/her on such projects, where no money or financing is available, not including the cost of equipments and software used in production and post-production.

Satyajit Ray’s debut film, Pather Panchali (1955), which was produced on a budget of ?1.5 lakh (US$2,200) Along with the other films in Ray’s The Apu Trilogy the film is frequently listed among the greatest films of all time. In 1960, Ron Rice released The Flower Thief, starring Taylor Mead, to a positive reception. The film was produced for less than $1000 using black-and-white 16mm 50′ film cartridges left over from aerial gunnery equipment used during World War II. In the early 1960s, filmmaker Jack Smith used discarded color-reversal film stock to film Flaming Creatures. John Waters’ 1964 black-and-white film Hag in a Black Leather Jacket reportedly cost $30 to make, though Waters has said that he stole the film stock. Craig Baldwin’s Flick Skin is entirely made from discarded film, or “found footage”, retrieved from a projectionist’s booth. The No Wave Cinema movement of the late 1970s, represented by filmmakers such as Vivienne Dick, produced many notable no-budget films shot on Super 8, such as Beauty Becomes The Beast. In 1993, Sarah Jacobson’s first film, I Was a Teenage Serial Killer, was made with “one camera, one tape recorder, one mic and, like, four lights”. G.B. Jones took 13 years to film, direct and edit on Super 8mm the feature film The Lollipop Generation, which was filmed whenever she could afford to buy a roll of film, and finally released in 2008. In 2012, first-time director Shawn Holmes shot his debut film Memory Lane with non-professional actors and a budget of less than $300. In the same year Goodbye Promise, the first movie ever to be distributed online directly to its audience via a crowdfunding platform. was released. The 2013 sci-fi Hyperfutura by James O’Brien employed found footage married to a live action narrative to create a dystopian future on an inventive no-budget scale.

Footage for no-budget films is often shot on location, either with permission, or without permission which is referred to as “guerrilla filmmaking”, using sites such as the home of the filmmaker or their friends, in the backyard or local neighborhood. No-budget films have often been made in the past using Super 8 mm film or video, but recent films have taken advantage of low-cost digital cameras and editing programs. A notable example of this could be found in the work of ASS Studios, a no-budget film studio founded in 2011 by Courtney Fathom Sell and Reverend Jen Miller on the Lower East Side of New York City.

No-budget films can receive distribution at film festivals that focus on independent and experimental films, such as the Flicker Film Festival and No Budget Film Festival in Los Angeles, The 8 Fest in Toronto, and the Trasharama A-Go-Go festival in Australia. The Polish brothers distributed their no-budget film For Lovers Only on iTunes and relied on social media to publicize it.

Examples of well-received no-budget films are Kevin Smith’s Clerks, Christopher Nolan’s Following and Jafar Panahi’s Taxi.

The Environmental and Energy Study Institute (EESI) and the National Association of State Energy Officials (NASEO) held a briefing on America’s infrastructure needs and the business case for investing in long-term reliability and sustainability. Electric power outages, failing bridges, congested airports, deficient mass transit… all have substantial economic costs. A critical 2016 American Society of Civil Engineers (ASCE) report, Failure to Act: Closing the Infrastructure Investment Gap for America’s Economic Future, found that failing to fix and improve our nation’s infrastructure will result in $3.9 trillion in lost GDP by 2025, and 2.5 million lost jobs. There are also significant health and safety risks—Flint, MI, is just one example of the tragic consequences of neglected infrastructure.

Both political parties have floated plans to spend $1 trillion to upgrade U.S. infrastructure, with different ideas on how to pay for it. What could $1 trillion buy for the country? How can policymakers help set priorities and ensure smart investments that produce the best outcomes possible? In this briefing, infrastructure experts helped answer these and other questions and discussed the value of building for resilience.

Every four years, ASCE releases an Infrastructure Report Card assessing the state of the nation’s infrastructure in 16 major categories and assigning a letter grade to each one and to America’s infrastructure as a whole. In the recently released 2017 report, the overall grade is a D+, just barely above failing. Transit infrastructure came out particularly poorly in ASCE’s report, with a grade of D-, the lowest of any category. Eleven categories—more than two thirds—got a D rating: Aviation, Dams, Drinking Water, Energy, Hazardous Waste, Inland Waterways, Levees, Roads, Schools, Transit, and Waste Water. Four categories eked out a C (Bridges, Ports, Public Parks, and Solid Waste), and just one, Rail, earned a B. No category was awarded an A.

Energy infrastructure received a D+. According to ASCE, much of the U.S. energy system predates the turn of the last century, and most electric transmission and distribution lines went up in the 1950s and 60s with a 50-year life expectancy. We are now paying the price for deferred maintenance and upgrades: “As a result of aging infrastructure, severe weather events, and attacks and vandalism, in 2015 Americans experienced a reported 3,571 total outages, with an average duration of 49 minutes.”

This briefing was the first in a series on “Building Resilient and Secure Infrastructure.” Other briefings will examine state and city initiatives, building materials and methods, the role of national labs and federal R&D spending, coastal resilience, and national security.

Cheer up, TC-90 Philippine Will Be Go Home–UPDATE DEFENSE 2017



These two TC-90 maritime patrol aircraft will soon be delivered to the Naval Air Group of the Philippine Navy. The second batch of TC-90 will officially be transferred to our Navy in a few more months.
A total of 5 Beechcraft TC-90 King Air advanced trainer aircraft that the Japan Ministry of Defense (JMOD) agreed to lease to the Philippine Navy. The first two TC-90 maritime patrol aircraft from the Japan Maritime Self-Defense Force (JMSDF) was turned over to the Philippine Navy on 27 March 2017 to boost the capability of the Naval Air Group to conduct maritime aerial reconnaissance.
Japan has a law that they cannot just dispose their military hardware to other countries, so leasing them is a loophole for us to get and start using these aircraft while still waiting for a law that Japan will be allowed to transfer military hardware to other nations like the Philippines.
The leasing of the TC-90 turboprop maritime training aircraft is based on the “three principles on the transfer of defense equipment,” which was adopted and pushed by the administration of Japans Prime Minister Shinzō Abe in 2014 to allow Japan to export arms under certain conditions.
The country will pay Japan USD7, 000 each for the first four aircraft yearly and only USD200 for the fifth, for a total of USD 28,200 (PHP 1,453.358) for five aircraft as stipulated in its lease agreement for the mean time while waiting for Japan’s law in transferring military hardware to be ratified.
